Problem OC'ing 2500k

I have the Asus P8P67 LE mobo and no matter what I do, the board won't let me go over 3.8Ghz. Not just under load, the throttling occurs when I boot into Windows. 3800 and no more, regardless of what the multiplier is in the BIOS or what voltage I select. Any ideas what the problem may be? Temps under load are around 71C, 40C idle, so I am pretty sure that's not the problem.. I think that 3.8 is the max the board will go on auto OC, but I don't have auto OC selected in the BIOS, I'm trying to OC manually. Any ideas appreciated.
 
In Windows, do you have Power options set to High Performance? It should be.. Other than that, here's a guide.

Thank you for the guide, but I'm not a newbie to overclocking and in any case, there are guides specific to this mobo. I've tweaked the settings, but with the multiplier at 40+, the system boots at 3.8. That's just weird. I've seen throttling because of temps, but not when the temps are cool. It feels like it is locked at the max turbo, or the max of the boards automatic overclock, which is I've read maxes out at 3.8.
 
Sure that you have a 2500K CPU, and not just an i5-2500? Did you get it on ebay or something?
