Problem installing windows on xkha+

I am installing windows with a epox 8kha+ motherboard. The install is taking forever. It was even slow when I picked the options. What could be the cause of this? Here are the specs:
Epox 8kha+ motherboard
Enlight Case with 300 watt AMD approved power supply
256mb Crucial DDR
Althon 1000/266 cpu
Ati video card
Western Digital 40 gig hard drive
Lite on cdr

This system worked for about a week and then would not even work without lockups right after a fresh install of the os. Before I could not even load the VIA drivers because of constant lock ups. I got this motherboard today as a replacement. I know it has to be something else. Should I have loaded the safe defaults? Thanks!!!
 
Hmmm I read this at a Epox review for that board I also have one btw,



<< You see, this board has a '3-phase' power socket. Now I can't tell you exactly what that means technically, but I can tell you that it means you'll need an extra-fat PSU to power it. My Aopen 300W wouldn't do it, neither would my QuietPC 300W. Neither would my friend's Macron 400W. After consulting with Epox Tech, I'm told that what you need is a PSU that will give you a large amount of 'combined power' - that is, power to the RAM, graphics and CPU (which the PSUs I'd tested don't). Replacing my GeForce 3 with a TNT2 solved the problem - less combined power was needed by my system >>






<< Epox say that a good quality 300W (with good quality=lots of combined power) will do the trick. What you need will also depend on the graphics card/cpu you're running. >>

Thanks for the reply. I think it might be my hard drive. I put another one in and so far so good. I checked with motherboard monitor and the 5v rail is peged at 5.00-5.01.
