Problem identifying what went wrong with installation.

Hi everyone,

After I installed a PC, I turned on the power switch, there is
no action. The monitor is not refresh with those ram count,
and the CPU speaker is not giving any beep. The power lights of floppy drive and cd-rom are on. The CPU fan and case fan is not moving but the power supply fan is.

How can I determine what went wrong? The power supply seem to be working. The motherboard is not working? or the processor has some problem?
How can I fix it?

btw, should case fan be blowing air towards the motherboard or blowing out?
