Problem FIXED!!! (Help! PC doesn't start...)

UPDATE! Posted problem is fixed!!! Turned out to be faulty PS.
Bought new Antec 400 W PS, put all the components back in ok.
PC is working again! Thank you all!!!

OP: HELP!!! PC doesn't start...

When I press start button - all fans (on processor, case, PS) spin for a
second and stop... Subsequent pressing on start button produce no effect.
Only after turning power off by flipping switch on PS or UPS or unplugging
the cord from electrical outlet and plugging it back makes it possible to
try to turn it on. But then again... all fans (on processor, case, PS) spin for
a second and stop...but MB's indicator light is staying green all the time,
when power is on. MB doesn't make any beeps, monitor doesn't display
anything, guess not enough time for it, turns off too quick.

I tried to remove all components sequentially and tried to start, to no
avail... Now only MB and CPU with fan left and it's still does the same...
There are no bulging or leaking capacitors on MB and PS. There wasn't any
surges or thunderstorms recently, at least not bad enough to offset clocks,
and I'm using 450 W UPS.
Please Help! I'm writing from the library, will check up tomorrow. Thank you
all in advance!!!

PowerMax is not exactly the most respected brand in power supplies, especially at the high wattage end. Usually things like this are from a flaky PSU (may not be giving enough voltage to start the MB at bootup) or a bad motherboard. The fact that your onboard sound never worked makes me think maybe the motherboard is not 100%. Try a different power supply, and then start stripping out hardware and see if you can get it to boot with nothing but the MB, video card, and PSU. If it works like that, you have a bad peripheral or your PSU can't handle the load with all your hardware in there.
 
Also, this happened to me once. And all that had happened is the cable from the psu to the mobo wasn't pushed in all the way. Make sure it's not something stupid like that.
 
If you go through a checklist of little things to check, i.e. all cables are in securely, cpu is seated correctly, HS&F are sitting flat. Something that I always check when I have a problem similar to this, is I recheck all the screws holding the motherboard down. I make sure they arent TOO tight. I un do them so that they are loose, and tighten them only to the point that they stop moving, and that the board is secure in its seating.

P.S. Make sure your power plugs from the power supply to the motherboard are all seated correctly. If you have an intel board, make sure your 4 prong plug is plugged in. (I cant count how many times people I know who make new systems, seem to miss that 4 prong plug for some reason.

The 3 most common things that will produce a problem like yours that I have seen are: mb shorted to case (tabs on i/o plate, loose screws, extra standoff), cpu fan not reporting to mb (plugged into the wrong header, broken signal wire), bad psu.
