Problem booting

After just finishing my new pc, the only problem is when I turn on the pc power the hdd light comes on for about 10 seconds and then goes off. System just sits there and the monitor power light blinks like it does when the pc is off. I hit reset and it boots up fine. I checked the connections and everything seems to be connected correctly. I did have a number of problems getting my sata drive to be recognied and it is the only hard drive. System is MIS KT8 NEO-V, AMD Athlon 64 3400+, 1GB Mushkin memory.
Any suggestions?

ok, first thing to check: what is your PSU?

more importantly, how many amps are on the +12V line(s)?

If I am reading this correctly, it is a 430 watt power supply, 12 volt output has 17 amps. This is the unit that came with the case. I have anoter 430 watt power supply I bought a few weeks ago I can swap out.

Changed power supplys to another 430 watt with 19 amps. System will not boot at all. Removed the FX 5900 gt video card and replaced with a mx440 and everything works fine. I did get the system to boot up with the FX 5900 card but video was distorted and when I checked the system on the control panel the video card showed up with a hardware problem. I sent an email to xfx to see what they can do for me. I bought the card used but that was about a month ago so I guess it's my issue now. By the way, I ended up building the new system since my old system was have problems with the newer games. Went from a 2600xp to a 3400+ processor. The old motherboard did not handle the 8AGP FX5900 card I bought. So just went and built new system to find that the card may be bad.
