I didn't sign up for this, so I suspect it is spam or a scam. But, figured I'd see if anyone knows for sure.

Use mozilla to go to that page, just in case. I would try it, nothing to loose. Just don't start giving out your credit card number.
 
yeah, go ahead and give them your name and address,,,then a bomb shows up in a package at your door.

Oh, and check microsoft's website to see if there is any mention of this "promotional competition". I'm betting Microsoft is not aware that they are holding any such competition.
