Having done research on this extensively (for personal website benefit), yes there are legitimate services which can help you rank page 1. It is one complex universe that Google basically controls, and it is major news when Google does a search method update (there are forums dedicated to this). Google ranking your page 1 one day does not mean you will stay there.
The ultimate way to rank page 1 (or as high as you can go) is just as CurseTheSky said, quality and simple to follow content that promotes return visits to your site. Promote your site through similar or related websites which contain forums (i.e get involved with the "community" to which is your target advertisement) and update your website very frequently.
Three freebie points to the new to SEO:
1 - The age of your domain is very important to Google, as well as its history. Has it ever been banned? Was it used for illicit purposes (such as Porn)? Etc.
2 - Your domain should contain keywords to your searches. Selling toothpicks? www.mytoothpicks.com! Also try to keep it as short and as easy to remember as possible (don't use words which can be spelled multiple ways, remember people are stupid, the more you reach the better off you are)
And 3: The length of your registration are easy bonus points. Don't register for 1 year. Google sees this as someone just trying to get in and get out of their website. The longer you register the domain, the better off you are, although this nowhere near guarantees page 1.
Also don't (strictly) use the reports provided to you by an SEO company. There are websites that will analyze other websites to give you suggestions. Unfortunately I can't remember the one I used (it was all orange with funny saying as it calculated your rank, wish I could remember lol) but more than 1 is even better.
