Printing ? over VPN

There are 3 cities involved in this question.

If I have a webserver setup in city "A" and I want city "B" to be able to print to a printer in city "C", is that possible? I am not sure on how to do this, basically city "B" has to invoke a print command in city "C" but has to access city "A" in order to accomplish that. Would pc anywhere be a better solution?

We are running NT server 4
 
If it's a true VPN (Virtual Private Network) than yes you could print to any of the other sites. A VPN will create a virtual tunnel between the sites that (when functioning correctly) will allow traffic to flow between sites as though it were one large site.
