If it's stable, you're good, but be aware you have a lot of safe headroom for increasing voltage if necessary. You probably have room for a few hundred mhz more while still within safe voltage ranges.

do i always have to follow the 2:1 rule for cpu:ram or could i do like 4.0ghz and keep my memory at xmp 1866

No need to keep a ratio, I run my RAM at 1600 and my CPU at 4600. Leave your RAM at its rated speed, most RAM doesn't overclock very well and is an easy way to make your system unstable.

Sandy Bridge scales very well, if you have sufficient cooling you might be able to get even another 1000mhz. It's more a matter of deciding when you don't want to add anymore voltage.

I'd say 4200-4400mhz is a conservative and safe goal depending on your cooling.
