Primary display moves

Gigabyte GA-P35-DS3L, E2180 CPU, EVGA 7600GT graphics, Windows 7 Professional, Samsung 22" LCD connected via DVI, Dynex 46" TV connected via HDMI

If the TV is on and I boot the PC, all is well. If the TV is off, and I boot the PC, then turn the TV on, the TV becomes my only display. I have to select the PC input on the TV, right-click, choose "Screen resolution" and hit "Detect". That finds my Samsung and automagically switches it back to primary display.

Any idea why and how to stop this?
