It's a camera you mount either in the windshield or rear window of your car. It records video constantly, deleting the previous recording to make room for the new. When certain conditions occur (loss of control, impact, manual trigger), it saves the last 30 seconds, timestamps, and watermarks it. The footage can then be used to identify a hit-and-run driver or to determine fault in an accident.
I've always thought something like this would be really cool. Have a series of cameras in your car that fire off in the event your car is struck while moving or parked. With electronics being as cheap as they are (and getting cheaper), I'm not surprised there hasn't already been something like this offered in higher-end luxury cars.
