last time i checked, wasnt it illegal for the US Govt to intentionally assassinate a particular person? Or are they kind of saying 'well we're aiming the missle at the taliban and not necessarily at osama..lol'

thats kind of like how in the USMC we can't use our M2 .50 Cal on humans because it does too much damage (imagine hitting someone with a round that has a beach-ball sized damage radius), so we'll tell the UN and everyone else that "we were aiming for his radio (strapped to the guy's back, lol), we swear."

It doesn't count since he isn't a head of state...

In any case, laws only apply when the goverment wants them to, don't you know that?

Its not a LAW.
It is an Executive Order.
All W has to do to change it, is to issue an incompatible order.

Not only is it just an executive order (from President Ford in 1976 I think) but it only applies to foreign heads of state. Osama bin Laden isn't a head of state, and nobody (esp. not the US or UN) regards the Taliban as the legitimate heads of state of Afghanistan. Besides, the White House / Pentagon have already said that as we are in a state of war all the rules don't really matter.

Eactly...

All the time that law has been in place, it doesn't count in a time of war...

One of the things about the War Powers Act is that many of the rules and laws we live by and take for granted change in a time of war...
