Powering up from power bar

I would dearly like to be able to power up my new computer from my power bar, just as I've been doing for 10+ years with my old one.

My MB is an AOpen i855GMEm-LFS.

I'm not sure how to set the BIOS so I can achieve this.

I've tried the obvious so far.
In the BIOS under Integrated Peripherals > Super IO Device > AC Power Auto Recovery
there are three possible settings:

Former-Sts/On/Off

I've tried all three and here are the results.

1. Using Off I must turn on my power bar, power supply, and Power button.

2. Using On, with power supply turned on at the back the system will Boot, BUT when I shut down with Win XP, the system re-boots spontaneously !!! It will never shut-down completely.

3. Using Former-Sts (fomer status) the system will shutdown properly, but will require that I press the Power button in addition to turning on the power supply at the back.

Any ideas that I can try now? TIA
