Powering on Mobo= insta shutdown?

When i go to power on my installed motherboard in the case (Epox 8kDa3j MOBO) it boots for less than a second and then shuts down and the LED box lights up FF briefly,, i have the fan connectors plugged in for the cpu and case fan, and i have the main power plug and the additional square 12v power plugged in, that should be all i need plugged in right? but anyways im new to this and if someone could provide some assistance to me it would be greatly appreciated, the mobo manual says FFh or CFh, means Bios chip inserted incoirrectly, incorrect bios update version, mainboard problem, add-on card inserted incorrectly,
if someone could give me a couple things to try i would appreciate it.

Check to make sure the clear CMOS jumper is not on the "clear" position. Also, while looking at it, clear the CMOS. Try reseating everything, CPU, RAM, video, etc. Try running outside of the case without any non-essential parts. Put it on something soft and non-conductive, hook up the two power supply plugs, have CPU, HSF, RAM and video card installed, but nothing else.

Let us know if it will turn on under those conditions.
