It could be Aby Som3a, you could probably just use a 600w PSU for a Single HD4870X2 and then buy that VGA PSU to run a second HD4870X2, and call it a day. You'd have to look up some reviews though.

True Power Quattro 1000W (TPQ-1000) can run two, which is 'just' $199. That silverstone isn't on the list but I bet it will work.
