Power Up Problem

Hey Guys. I have a Epox KT7 MotherBoard AMD XP 1800 running stock. 512 MB DDR Gforce2 Ti. all on a 300 Watts PSU
Whenerver i turn on the machine it takes like 3-5 mins before the system becomes powered. Lights come on and stuff. Somtimes it will begin to boot and when it is about to to access the hard drive it would not be able to access the Hard Disk, I suspect this to be as a result of the Hard Disk is not bing powered up us in time.
I have isolated this to a PSU problem. but is there any other possible reason that this could be happening?
