Power supply voltage problems?

I am having some video issues that I will explain in a minute.

My system is as follows:

Epox 8RDA+ mobo
Athlon XP2000 processor
512 Meg Samsung DDR ram
Leadtek Geforce 4 Ti4200 128 meg ram 8x video card
Seagate 40 Gig HDD slaved to a Western Digital 80Gig HDD
Sony 52X CD-ROM
Antec True 450 power supply

The problem I am having is that my video will suddenly cut off. Sometimes it happens when I try to start a game, other times when I am just surfing the web. It acts like the monitor is going into hibernation mode but I have my power saving options turned off in the Bios as well as the control panel.

When this happens, I get the message on the monitor that I have lost video signal etc...
On startup, my +5 voltage reads around 4.87, as I type this it is reading 4.57. My +12 is reading 11.86 right now.
I have done everything I can imagine trying to figure this problem out, hence my posting here.

Any ideas anyone?

Any and ALL help is greatly appreciated.

Is the cable securely connected to the videocard? Have you checked the cable for any damage? Tried a different monitor?

My monitor is brand new, less than 2 months old. Everything was fine until last week when my +5 voltage started showing around 4.57 volts.

As far as USB devices, the only thing I am running on USB is my mouse.

I am leaning towards the power supply being bad, but I hate the thought of getting a new one and that not being the problem.

Try a different monitor, then a different video card if the problem persists, then a different power supply. Borrow from friends.

I guess I will have to try that. I just cant understand why my +5 volt is running so low. That's what leads me to think the power supply is bad, but dang.. it's only a year old. *sigh*
