power supply similar to PC Power and Cooling Silencer (Mk 1)?

what modern lines/models of PSU, say EVGA or Seasonic (or others) are similar or no worse than the old Seasonic-built PCP&C Silencer 750? including similar protection circuitry or slightly better without a big jump in price... (i assume the S12II/M12II are slightly lower in quality/features?)

Yes, the S12II are their entry-level budget units.

Their mid-range units are the Focus Plus gold or platinum.

Their top-of-the-line units are their Prime Ultra (gold, platinum, or titanium). Generally there isn't a huge jump in price unless you want a titanium unit, and there are always good sales, so it's not too hard to get a nice unit for not much more than a more basic power supply.

how do they compare to Silencers?

Compare in what regard? The platform used by them is quite old by today's standards, so pretty much any of the Seasonic units I listed above should outperform the Silencer units in just about every test out there.

There are in-depth reviews on all of the Seasonics, so you can see their efficiency, features, quietness, build quality, etc. Then you can decide what will work for you.
