Power supply question

I have an Enermax EG365P power supply. It's powering an AMD system (Iwill KK266, 1.4GHz TBird) and I've had some problems with warm boots failing. The case runs cool (< +2 above ambient) as does the cpu (max 42C, heavy load). Using MotherBoard Monitor 5 I logged all the voltages. I noticed that vCore (+5v) was running between +4.74 and +4.88 volts (typically closer to the lower number). The system is not heavily loaded with peripherals.

My questions are:
1 - is MBM5 reliable in measuring voltages or should I use a fluke to check it out?
2. could this low voltage be causing the warm boot problems?

PS I've heard that some kt133a board have this problem anyway, some issue with the Via northbridge. Don't know how true that is, but several people mentioned it to me.
 
I have the same mobo with an Antec p303x with a 1GHz Athlon and my 5v reads at 1.81 with VIA Hardware Monitor.
