Power supply question - simple

I just hooked up a new box, notably:
ASRock 939NF4G-SATA2
AMD 64 3500+
two 512MB sticks of 3200 DDR
and a Maxinpower PS-970 power supply (580W).

When I bought the power supply online, there was no mention that it is a "Prescott 775 power supply" (It says so on the box, but the picture on the website is too small to read).
The computer doesn't POST, the screen stays on standby - could the power supply do this?
Would it damage the CPU?

I've found one message board thread on the net, where someone is asking for tech support with the same power supply, but an AMD Dual Core 4600+ : his problem is that his computer shuts down, so he's got the computer starting up fine, unlike mine..
 
Could be a range of things, either a bad power supply, bad motherboard, bad ram, cpu not seated properly, video card not seated properly. Unfortunately you need spare parts to test because otherwise there is no way to figure out which component is not working.

And power supplies do not damage cpus, as the motherboard has voltage regulators between the psu and the cpu. I once had a psu giving out 24v & 10v instead of the normal 12v & 5v, not surprisingly everything was dead, except for the cpu because of the voltage regulators. Of course there is probably some situation somewhere where a psu has damaged a cpu, but it would be extremely rare.
 
Also make sure that you have all of the power supplies plugs inserted into their appropriate locations. I once forgot to plug in a power cord to a graphics card once, and it had the same sympton yours is exhibiting.
 
The only thing in means by prescott power supply is that it has a 24pin connector, which was first being used on LGA775 motherboards, since prescotts are power hogs. Problem with not posting could definatly be the power supply however, looks like a no-name generic brand, only 3 websites even showed info on it at all. Never skimp on the power supply. A single 12v rail with 22a is pretty pathetic for a PSU claiming 580w.
