Power Supply Problems?

I have ASUS A7V based rig that?s housed in a PC Power and Cooling Personal Mid Tower case and powered by a PC Power and Cooling Turbo Cool 300 ATX. For the last few months, every so often the computer refuses to turn on. There doesn?t seem to be any set pattern to this, and it can occur anywhere between when the computer has been off for a few minutes and when the computer has been off for several hours, and can happen several times in a week, or not for an entire month. Disconnecting all external devices, opening the case, and grounding myself with the case seems to fix the problem. This would leave me to think that it?s some kind of residual static charge. However, the computer sets on a plastic sheet under the desk (as opposed to carpet, etc.), so I don?t know why such a charge is building, if that is the problem. Ideas??
 
i suppose it could have something to do with the motherboard mounted in the case incorrectly? I'm not sure that would do that, but it's a thought.
