Power supply problem?

Hey you HW freaks, need a little help with what I suspect to be a power supply problem.

The warning signs:

1) On my monitor, adjacent to dark areas (like black text) there are streaks that run on both the left and right sides of the text. At first I thought it might The evidence that points to a power supply problem is this. So I got the monitor replaced, but the same problem still shows up. So then I found a document that suggested that my AGP card (Elsa Erazor X, Geforce 256 SDR) might not be getting enough juice, so I tried increasing the I/O voltage from the BIOS but that didn't seem to help.

2) I was having problems burning CDRs from Nero to my Yamaha 8x4x24 SCSI burner, and it was failing with "Track following error" and I went to the Nero web site and found this document that said it might be a power supply problem.

I have an Antec PP-303X. I am running a Duron 750, Abit KT7A, Geforce 256 SDR, DVD-ROM, CD-RW, CD-ROM, WD WD300BB (7200rpm IDE), IBM Deskstar 10G, and a floppy drive. I have TV-tuner, SB Live 5.1, Intel NIC, Adaptec 39160 SCSI.

So my question is how do I make sure that this will fix it? I don't have voltmeters and stuff like that lying around my apartment, and I haven't had a chance to swap out the video card. Any suggestions would be sweet.

for about $25 you could get a Digital Multi Meter from your local Radio Shack; TEST don't guess !
