Power supply problem?!?

I have a coolmax v-500 power supply this is a newly built computer and it powered up great the first few times. my problem is that the computer froze and i had to use the reset switch on the power supply to turn off the computer. when i did this the switch broke and is now stuck on, but the computer does not start back up. i have power going to the cpu fan and power on led in front . the monitor never recieves power and as far as i can tell nothing else does either. also the reset switch will not work, but when i plug it in i must push the power key before the cpu fan starts. my question is, can a power supply break in this manner to only give me partial power, or do i have anouther problem too? i have tried the reset jumper, tested the monitor, and my home outlets. i have a mach speed p4msd-800 with a pentium d 830 3.0gghz. thank you for your time

I had a power supply that did that with one of my Dell computers. Sometimes it just kicked in by itself, but not turn on completely. So the answer is yes, a power supply can provide partial power and not to the whole system.
