Power supply problem?

When you plug a power cord into the back of the power supply, and the computer turns on (and then sometimes turn off a few seconds there after) is that a sign of a dead power supply or could it be something else?

For example, plug in power cord, all the fans start spinning, before POST (or even right there after) it just turns off. If you press the power button on the front of the computer then it won't start.
 
Sounds like you have a short. Could be as simple as something touching a cap. Uninstall the mobo, clean it to make sure there is no debris on it. Replace mobo, mount cpu and fan, psu, memory and video card. Make sure that all psu connect are secure and no wires are hanging down onto the board. I THINK that's the basics you need to turn on a pc to at least get to bios.
 
I had the same problem.. put in a new power supply and it worked... do you have another PS you can try out?
