Power supply problem?

I just hooked up a sunbeam rheobus fan controller and then my screen went crazy with rainbow colored fuzz. Then I disconnected it and it works fine again. I'm wondering if maybe my powersupply can't get enough power to my 6800 gt with the rheobus connected. My powersupply is a little below what nvidia reccomends.

specs:
ahtlon 64 3200
msi k8t neo
seasonic 400w powersupply
1 gig mushkin ram
6800GT
74gb raptor
160gb seagate 7200rpm

 
Probably not a problem with the PSU but rather the controller itself.
There is very little in the way of sheilding or filtering included.

You may want return that one and try another.
