Power supply monitoring.

I know zip about power supplies. But I know something doesn't look right with these readings. Is speedfan a good program for monitoring power supply voltages?

There is no good program for monitoring power supply voltages. Several of your readings are obviously wrong.

I did a test. I restarted my computer and accessed the BIOS screen for hardware monitoring, which shows various voltages, made a note of them, then existed the BIOS screen and started Windows. Then, I opened SpeedFan and compared it's voltage readings with my notes from the BIOS screen; it was right on target.

My motherboard is an ECS K7S5A PRO.

Its right on target because Speedfan is just reading the same information from the same location on the motherboard. There is a chip on the motherboard thats sole purpose is for reporting temps, voltages and fan speed. Well this chip has a margin of error. It takes the voltage readings from the 24 pin connector. Well often time the chip is located at the opposite end of the motherboard from the connector. So due to the resistance from the tinny traces running from the 24 pin to the chip it will never have an accurate reading. If you want to check your SPU's voltage they you will have to ye a Digital Volt Ohm Meter and check it from on of the free molex connectors. Set the meter to the proper voltage rage. Anything over 12V DC will be fine. Place the black prob in the connector with the black wire and the red probe in with the yelllow wire to measure the 12V rail. The red wire is the 5V rail and the Orange wire is the 3.3V rail.
