Are you having trouble with the computer?

Software readings are meaningless. If you want to be sure you need to read voltage with meter.
 
Honestly, if the 12+V was only outputting 1.2V, I don't think your computer would even boot. Sure you don't mean 12.58V, etc.?

Also, like said above, don't trust software readings, most are notorious for reading wrong.
