Power Supply Help

Well, I'm been having problems playing games on this computer due to a constant black screen. Tech support is telling me I have a power supply issue. It is necessarily bad for the +12v value to be 10.37v? They said it should fall under 11.96 and 12.35. Anyway to increase this value?

I currently have a:
q9950
evga gtx260 regular
Antec Earthwatts 650
 
The 12v rail dropping to 10.37 volts is definitely a problem as it should be within the range you specified. I'd contact Antec to warranty the unit before it damages another component.

If you are measuring that with a software program it could be completely wrong. You should verify with a digital multimeter. You can get them for $15-$20 from radioshack....just make sure it reads to the nearest 1000th of a volt.
