Power supply fan issue on new build.

Building a pc for my dad. Got all the parts in and installed. First boot up I noticed a high pitched loud "whine" coming from the case. After the process of elimination, it's the corsair power supply fan. same one as in my rig. Anyone ever have an issue with a power supply fan?
I got in on the zzf deal the other day and am very disappointed. I sent them an email but I don't know how long they take to reply.

EDIT - It's not the Power Supply. It's the GPU.

See post below.

Are you sure it's the fan? Stick a pen into the blades when you turn it on - if it still whines, its the power supply circuitry.

OK, well, I'm wrong. It is not the Power Supply. Turns out it's the evga 7950 GT KO video card.

I held the fan still and the sound persisted. So I pulled the card out and no noise. Then I put my 8800GT in the case. It still made the noise but very faintly, almost doable.

I took my card out and booted it up again with no video card and the high pitch was gone.

Man, I was secretly hoping my card would have worked fine so then I would have just grabbed me a new one. Not sure what to do now. What inside the card makes the noise? Can I RMA it since it's evga and they have lifetime warranty? Is there any reason to think the new card will not have the same issue?

What to do?

Sorry, Corsair.

if it's the fan, get a new one.

if it's not, it's probably a capacitor. you could find the culprit and solder on a new one if you're feeling ballsy.

do you have the lifetime evga warranty?

Not the fan. I held it still w/my finger when I booted and it still made the sound.

It should have evga lifetime warranty. I guess I could pull up my account. Would they even still make 7950's?

no, they'd probably give you an 8 or 9 series, whatever they have laying around that's closest to equivalent performance.
