Power Supply Diagnosis

I have an External Enclosure which died during a large file transfer, 30GB. I've assumed it was the USB to IDE chipset that went belly up, but I'm not sure.

If the internal power supply is still good, I have a use for the EE sans USB/IDE chipset.

Here's what I know: The small fan spins when plugged in, this implies that either the 5V or 12V of the PS is working. When I probe the molex hard drive connector with a multimeter, I get wildly fluctuating voltages.

My Question(s): Do these small switching PS's need a significant load to maintain a steady voltage? Can you suggest a test that will confirm that the PS is good or bad?

I would hook a fan up and then hook the multimeter to it then. Seriously though they are like $20, not worth frying something over that if you are not sure. I wouldn't think there would have to be a load there.
 
Yes, there must be a load for the internal PS to function. I hooked up an old CD-ROM drive using just the 4 pin molex power connector and drive tray would open and close.

I then installed the CoolDrives mobile HD rack with a SATA to USB converter into my "dead" USB to IDE 5.25" USB 2.0 external enclosure.

I now have a 5.25" USB 2.0 external enclosure with a removable SATA HD. Way Cool !!! 😀
