Power supply dead?

my computer wouln't power up since this morning for no reason
standby LED lights are off

first I thought it was dead motherboard
but somone suggested me to test out the PSU

I used paper clip to connect green and black
turned on the switch but it doesn't turn on

is it dead?

PSU = OCZ powersteam
