Power Problems?

Hi everyone. I just wanted to ask a question about this hope someone knows.

A couple of months ago, my pc with a gigabyte ga7zx motherboard and a 1 ghz athlon cpu stopped working. What began to happen was that everytime i'd press the power button, the fans and hardware would start working and then 1 second later stop. I left it alone until recently i was told that it was the PSU that was screwed up. So i bought a new 350 w psu to replace the old 250. Now i hope i did this right because i'm not completely sure. In the process i also decided to dust it with one of those compressed spray can air bottles and some of that freezing stuff got onto the mobo a little bit. so i hooked it up (hopefully correctly) you know red wire inward and all the good stuff. it's right here. The description of the settings is in j11.
It talks about some green led and the led placement is very unclear about this.

The Green Mode (the GN setting) is a sleep function switch. Some of the older cases came with an extra button on the front that allowed you to manually push the button and put the computer into sleep mode. Don't worry about this pin set.

GD setting is another standby led where the position marked with a 1 gets the colored wire, the position right below gets the second wire. Don't worry about this pin set.

HD setting is for the hard drive led, where the bottom position marked with a 1 gets the colored wire and the upper position gets the second wire (either black or white).

RE is for the reset switch, and it doesn't matter which colored wire goes where because it's a momentary contact switch which just closes a connection for a moment.

PPP is the normal power led, where the colored (positive) wire goes on position marked 1, and depending on the placement of the second wire, on either of the remaining two connections will give you a red or green power on led.

PW is for the power switch and is a momentary contact type switch, so it doesn't matter what color wire goes where. just put one wire from the power switch on one connection and the second wire on the second connection.

The other connection is for the case speaker.
