Power Problem

Hi everyone,
I built a system recently. It has been working perfectly for the past 2 weeks. The system consists of Intel Core 2 Duo 6300, Corsair XMS2 1 GB (Dual channel mode 500x2), nVidia graphics card, Asus P5B Deluxe, and WD SATA 160 GB HD. Two days ago, my computer rebooted all of sudden and I kept having problems such as:
Rebooting loop (computer will beep once and won't go any further, it just keeps rebooting to one beep)
Once in a while, it will successfully boot into OS (windows xp) and crash.

This has happened to me once so I had replaced everything. All parts are new. It's not overheating for sure. It's not power supply either. So I took the computer to a local shop and there everything worked perfectly... No virus, no hardware fault... So I took the computer back to my house and it works fine... The guy at the shop has said that sometimes the power from the wall can be unsteady and cause problems by shortcircuiting.

Can this be possible? And if so, will buying a backup power supply provide with steady power and voltage? Any suggestions?
 
For that problem, You'd either need to fix the wiring, or get a UPS. To test if thats the problem, stick a multimeter in the outlet, if the voltage jumps around, wiring is the problem. But make SURE the MM is on the correst setting, AC voltage
