Power button not working?

Well i just finished building a system for a friend, and just as i tried to power up nothing happens (well, almost nothing). actually the CPU fan spins up for a split second, as if there were some sort of small power surge. the keyboard LEDs also light up for a brief moment as well. but the HDD never begins to spin...nothing seems to turn on at all.

specs:
AMD Athlon 64 3400+
ASUS A8V Deluxe
2 x 512MB Mushkin PC3200 DDR
Sapphire Radeon 9600XT
Western Digital WD1200JB

i suspect the power source, but of course i'm not sure, and i don't have a spare one to test with at the moment. any suggestions?
 
seems to be happening a lot recently-

Try firstly resetting CMOS, by unplugging and taking out the CMOS battery for 20 minutes.
If no luck,
Try disconnecting EVERYTHING except cpu/psu/RAM
See if you can coax a beep.
If no luck,
Take out ram.

btw, simply removing the battery is good enough? i don't need to play with the CMOS jumper too, do i?
 

Make sure the cpu hsfan is connected to the proper connector on the board. Many boards will not boot if not connected.
 
problem solved...my buddy ordered a crappy case which of course came with a crappy PSU. so we went to Best Buy and picked up an Antec 400W PSU, swapped it in, and viola! system booted no problem. thanks again for the responses...
