Power boost limiter

I've done extensive Google searches but couldn't find any help on my situation. I'm currently trying to fiddle around with my new xfx radeon rx 480 and I'm trying to boost the power to 50% but for the life of me I can't figure it out. I'm using the radeon Wattman tool. Is there a way to unlock the the power limiter? It's probably something simple but I can't find it. Wattman limits my power to 20%. I cant go any higher. Any help would be appreciated. Thank you.
