OK, two neighbors with the same name brand have theirs already on. However, I'll stop playing with it for now and see if it comes on. The disconnect unit outside has absolutely nothing interactive, save the main switch. I see nothing else within it...

Pink, ATC fuse

On the power supply. That would most likely not cause his problem (it could). A lot of old units have a large fuse. Sorry for the confusion.
 
Every unit I have ever seen has them. If they didn't and a spike got thru the breaker it would risk blowing the contact board a be very expensive to repair as opposed to a $2.50 fuse. I can't find a picture of showing the electrical installation after several google attemps and obviously and I not describing it very well. Perhaps Evadman will see this a chime in!

I just went up in the attic and I see no indication of fuses located in that area. I am almost certian they are outside but since IVAN is dumping buckets on us I think I'll stay inside.

Thermo says to cool. Heat pump does not do a single thing when set to hot or cold; absolutely no lights or indication of life, period.

It looks to be on but to be sure it hasn't tripped...
turn it off then back on.

if so then you ain't getting power to the blower (fan thingy that moves air)

I can't turn the fan on. Normally there are lights on the thermo. Tonight, none. Normally fan turns. Tonight, nope.
