Potential bad CPU?

Please help, this error is driving me nuts.

Specs
CPU: AMD A6-3650 stock fan
Mobo: A75MA-G55
Ram: G.SKILL 8GB (2 x 4GB) Ripjaws X Series DDR3 1600MHz
GPU: 6670 DDR3 crossfired with APU
PSU: Capstone 450 Watt
Sound Card: Xonar DG

Symptoms
Computer has been shutting down in Bios, when windows is booting up, and randomly during normal usage

What I've done
I replaced the mobo and PSU already and the errors are still occuring. I've prime 95 test the system with one, two, and both rams sticks in the computer and it all led to the computer shutting down. During the prime95 test, the temperature did not exceed 70 celsius. I've used memtest86+ with one, two, and both ram sticks and all led to the computer shutting down around the 3 percent mark.
 
are you using the correct voltage for the ram? i had a similar problem with some mixed ram - the reboots/shutdowns stopped when i increased the voltage. also memtest did successful complete passes.
 
Okay I bumped up my voltage and removed gpu + sound card and the issue is still occurring. How likely do guys think its a CPU issue?
