Google for sativex. It is some kind of spray made from actual cannabis plant material. I think it is sprayed under the tongue or something, but they (GW pharma) are still developing it in the UK so it's hard to find all the details.

They even claim it has all the therapeutic properties of whole cannabis without the "high".

I think this is the only way medical cannabis is viable. Pharmaceutical companies don't stand to make any money from raw cannabis. So they don't lobby for it or do studies and research into its benefits and safety. These derivatives of cannabis can be patented though so there is motivation for the pharmaceutical companies.
