Not a surprise. Government has business incentives in its own right and allowing such ingredients allows for greater revenue streams into the companies, which the then indirectly benefits government via taxation of the corporation itself and via income tax.

In addition, government is "pliable" to those with the resources to get into its ears, and food companies have a lot of money.

With that said....potassium bromate is a minor influence compared to the major constituent of white bread, which is the starch itself. The starch will increase appetite on contact, increase the frequency of hunger pangs to a two-hour cycle, and inhibit fat metabolism. Even the folic acid in the bread becomes a problem if one eats too much, and the starch makes it easy to eat too much.
