Regarding the domain name, contact the Registrar and file a complaint. Do a whois lookup on the domain and you will find out who the Registrar is. (In case you don't know, the Registrar is the organization responsible for assigning the domain name and keeping the nameserver record.) Go to the Registrar's web site and follow their instructions on filing a complaint. Given that the domain is in her name, it is easily apparent that this domain should belong to her or that she has some rights to it. Have her write a brief but detailed account of what has transpired and ask what is the next step in removing this domain from the current registered owner (the ex-bf).
If she is not able to get the domain outright (unlikely) they may at the least suspend the domain name pending further investigation but this will depend upon who the Registrar is. Registrars frown upon the sort of thing you describe as it can get them in trouble with ICANN. This situation is too small to be anything for them to really worry about, but it is the sort of thing that are generally against their rules, so this is in your favor.
