postal money order = money order?

I am buying something from a guy stationing in South Korea.
Will he be able to cash out with a postal money order?
If not, where can I get the money order that he can cash out?
 
USPS MOs are just about as universal as they get... I'm pretty sure any bank anywhere should be able to cash them, but don't take my word for it.

If your sending it to and FPO address, then yes.
