I'd be surprised if more than a picayune fraction of the mailed ballots aren't received by then. The problem for Wisconsin is not that. It's that they don't allow the mail-in ballots to be counted until election day which is very stupid.
I could be mistaken, but didn't WI, or was it MN, ruled that mailin ballots if NOT received by Nov 3rd, even if post marked prior to their due date to be mailed back, would not be counted, ie, discarded as in not valid because they were not received prior to poll closing?
Please correct me if I'm wrong.
