Inadequate explanation of your avatar. You missed the point of the thread. One half of yours appears to be Crono from the video game Chrono Trigger. I don't know about the left half.

Muttley from the Hanna-Barbara Wacky Races cartoon series way back in the day. I always got a kick out of his trademark 'wheezy snicker'. That laugh is often in the back of my mind when I browse P&N for the lulz.
 
Mine is artwork from the old PC game called "Hexen" which was a sequal to "Heretic". Why they changed the name i'll never know.

First guess was that it's from "Arc the Lad" but a quick google image search says "no."

Being color-blind, it looks kinda like Kaepora Gaebora (the owl from The Legend of Zelda).

Why couldn't the damned owl just tell me I was in a dream?!
