(Possibly stupid) PCI-E question

I don't have much experience working with PCI-E slots, first of all. I have two PCI-E x1 cards in my current machine, and I'm looking to upgrade my system. The motherboards I've seen don't have the expansion card layout I'm looking for, in general. Upon doing some research, it seems the I can plug an x1 device into x1, x4, x8, or x16. This would solve all of my problems if true. So, is this correct?
