Possibly bad fan on HP dv4000

My friend has this laptop and recently the fan has stopped increasing its speed when necessary. It just stays at its constant low speed and thus the CPU gets really hot, like over 70 C, and it eventually shuts down. Is there any software we could get that would let us control the fan speed manually? SpeedFan doesn't detect any of the fans so I'm hoping some other software might be able to.
