I'm looking to connect a PC via USB WiFi to a router thats located a floor above, while also being connected to a DIFFERENT router right next to the PC. The router next to the PC would give the system internet access, while the router upstairs would give the system access to the NAS, as well as various other components (however, the router upstairs does NOT have internet).

Is this possible?

Thanks!

eh...yes, it is...unless I read the OP's mind incorrectly, and he meant connect to a WIFI router with the SAME USB adapter right next to him... I assumed Wireless to upstairs, wired to the router next to him.

It's possible. You can only have one default gateway so you have to manipulate the routing table on the PC. If the wireless is only a single subnet then no manipulation is needed.
