If i were to connect a usb networking cable into a mac pro and a T40, would it show up as a Hard drive on the Mac and vice versa?

not sure if a USB cable would do it, but I would think you could do it with Firewire. I connected my MacBook Pro to my Dell Inspiron 9200 via FW and was able to share the network connection. Sharing files could probably be done too.

Yes, as long as the USB networking cable is listed as being "Mac Compatable". Most USB networking cables do not include the required OSX drivers. So, either Firewire or ethernet cable would likely be easier and less expensive.
Edit: here's one:

I don't know about USB, but FireWire or Ethernet connections are not difficult. If you don't succeed with FireWire, you simply can boot the Mac (G4s and newer) in target disk mode. And if for some reason the OSes don't play nice with the Ethernet connection, just use two FTP programs.
