Possible to chop parts of a divx file out?

Let's say you have a video file which has been compressed with DivX. Is it possible to cut out part of it to further reduce size?

Yes, but you have to cut at keyframes. You can then reencode those cutout parts at a lower bitrate and paste the video back together.
