Possible PS problem

Hi all, hoping you guys could help me figure this problem out. I recent added to my system 256M RAM, a controller card for my new 180Gig HD, and of course the 180Gig HD. Recently I've been having some odd issues. My CPU usage jumps to 100% when under even the slightly stress. The system hiccups every 5 seconds off and on for about 5 minutes.
I've checked the voltages and here's what I've found. 3.3v line - can dip to 2.90v, and bios reads it as 3.19v at boot, 5v line - can dip to 4.85v, usually at 4.92, 12v line - completely normal readings.
I don't have much experience with voltage readings but that 3.3v line looks like trouble.

Radeon 9500 Pro
Santa Cruz Turtle Beach sound card
Promise ATA controller
TEAC 12x CD-R drive
30gig HD

ever thought about the programs running ? there can be a lot of things running when nothign is running... check out your services if you're on 2000/xp... try looking at msconfig (start, run, msconfig) and see everythign that's starting up... i know kazaa does that to my comp when i'm trying to d/l something

Sorry, I thought it was implied that since I mentioned I just recently installed some hardware it was implied that this did not occur before I installed my RAM, HD, and controller card. I'm not using any program now that I wasn't using before.

That is definately a possibility, but before I spend 80 bucks on a piece of equipment I wanted to hear what other people had to say.
