Possible BIOS Corruption?

When I start my computer I see a bunch of dollar signs on my system boot up, and some letters are replaced with wrong letters or symbols almost making it look like a foreign language. On top of this I'm unable to install the nforce 3 platform drivers. Every time it gets to the ethernet driver it reboots and freezes on the splash screen. Afrter reformating hoping it would fix the problem, things are still the same. I tried to flash the BIOS, but because the letter are wrong while typing in DOS, I'm unable to flash. Does this sound like a possible BIOS corruption, or just something very strange? I'm also confused about the driver hang up on the ethernet controller. I also ran memtest and the memory passed with flying colors.
